After many years of pressure on Congress from a coalition of DOD unions; the Defense Department's National Security Personnel System will be completely phased out by Jan. 1, 2012. The language mandating the change was in the latest Defense authorization bill; which has been signed by the President. All those non-union employees are to be returned to the General Schedule system. There may be a small fly in the ointment though. The statute allows the Secretary of Defense six months to propose a new DOD personnel system to fix NSPS' problems if DOD doesn't want to return those employees to the GS system. It is generally believed that the Pentagon will propose a new system, but it is also believed that a new personnel system will have a tough time becoming a reality. Congress would have to approve the new system and many in congress will be suspicious of anything resembling NSPS.
